LEAP Market

LEAP Market is an alternative market for SMEs and companies to raise funds. It brings together potential SMEs and companies, intermediaries and qualified Sophisticated Investors onto a single platform to create a conducive marketplace for fund raising.



LEAPLEAP Market is a new market offered by Bursa Malaysia which aims to:

  • provide SMEs and other companies with greater fund raising access and visibility via the capital market; and 
  • be accessible only to sophisticated investors *

* as prescribed under the Capital Markets and Services Act 2007

The LEAP Market aims to bring together potential issuers, intermediaries and Sophisticated Investors onto a new platform to create a conducive marketplace for fund raising. The LEAP Market provides an efficient and transparent capital formation and price discovery mechanisms compared to private market. Sophisticated Investors can now have greater opportunities to participate in the growth of SMEs in Malaysia.

The establishment of the LEAP Market is premised on the following key guiding principles:

  • Cost-efficient fund raising & listing
  • Appropriate rules and regulation based on intended SMEs and companies
  • Qualified Market for Sophisticated Investors

SME Corporation Malaysia (SME Corp. Malaysia) is a Central Coordinating Agency under the Ministry of International Trade and Industry Malaysia that formulates overall policies and strategies for Small and Medium Enterprises (SMEs) and coordinates the implementation of SME development programmes across all related Ministries and Agencies. It acts as the central point of reference for research and data dissemination on SMEs, as well as, provides advisory services for SMEs in Malaysia. SME Corp. Malaysia also assumes the role of the Secretariat to the National SME Development Council (NSDC), which is chaired by the Prime Minister of Malaysia.




Malaysia Digital Economy Corporation Sdn. Bhd. or MDEC (formerly known as Multimedia Development Corporation Sdn. Bhd.) is an agency under the Ministry of Communications and Multimedia Malaysia. They have been entrusted to develop, coordinate, and promote Malaysia’s digital economy, information and communications technology (ICT) industry, and the adoption of digital technology amongst Malaysians.




Unit Peneraju Agenda Bumiputera (TERAJU) was established as a strategic unit in the Prime Minister’s Department with the purpose of leading, driving and coordinating the Bumiputera agenda as part of the National Transformation Plan. TERAJU is secretariat to the Bumiputera Economic Council (MEB), chaired by YAB Prime Minister Dato’ Sri Mohd Najib Tun Abdul Razak.




Malaysia Technology Development Corporation (MTDC) is a company wholly-owned by Khazanah Nasional Berhad, is in the business of Fund Management, Incubation, Advisory, and Nurturing Services. The company was established in 1992 to promote the adoption of technologies by local companies via commercialisation activities of local inventions or acquisition of foreign technologies. MTDC has been the key player in commercialisation and managing of Government funds since the 7th Malaysia Plan and it also has a well-established reputation as the key player in Malaysia in the promotion of technology-based companies.

List of Approved & Continuing Advisers

All companies seeking listing on the LEAP Market must be evaluated by an Adviser prior to listing, and continually guided for a limited time period post listing. An Adviser must be registered with the Exchange’s Register of Advisers.

There are 2 types of Advisers for the LEAP Market:

  • Approved Advisers: An Adviser authorised by the Exchange to carry out both the initial listing activities and post-listing activities
  • Continuing Advisers: An Adviser authorised by the Exchange to carry out only post-listing activities


The LEAP Market is aimed at facilitating access to the capital market by small and medium sized enterprises (“SMEs”) to which a higher investment risk may be attached. This market is a qualified market meant for sophisticated investors only, i.e. those who qualify under Part I of Schedules 6 and 7 of the Capital Markets and Services Act 2007 (“CMSA”). The issue or offer of securities on the LEAP Market is based on an information memorandum, and not a full prospectus registered with the Securities Commission Malaysia under section 233 of the CMSA. In the LEAP Market, sophisticated investors will have the full responsibility for evaluating the disclosed information, as well as the merits and risks of investing.
